In yet another publicity campaign for the Ministry of Magic, the Office of the Minister has started sending out occassional letters from the Minister to local papers and the Daily Prophet, Iberian Edition, in the hopes of easing concerns and letting people know what was going on....
Letter One
Wizards and Witches of Iberia,
The Ministry of Magic is continuing its quest to bring peace, order, and justice to this great land. Those who would disturb the peace and try halt the Ministry in this endeavour are being dealt justice promptly and swiftly, being removed as threats to the great people of Iberia. The leadership in the Ministry continues to grow, as do the number of our supporters and employees, showing to those dark ones that the people of Iberia yearn for peace and justice.
Yes, in realms outside of Ministry control, danger still lurks. I assure you, however, that this rumored rebellion being formed by a small group of naive children at Firefox University is being dealt with, its influence at that great institution diminished. I am personally working with my counterpart to the International Confederation of Wizards, Headmaster Talon Windwaltz, to see to it that your children are kept safe from the type of harm and corruption that blanketed the student body during the War of Shadows.
Now speaking of that terrible event, I would like to address rumors going around that Count Scorpius has returned. Let me, Julius Plutus, Interim Minister for Magic, personally assure you that this is not true. Scorpius was killed when the Chamber of Secrets collapsed on top of his head during the Battle of Firefox, most likely undone by his very ally, the wicked Unknown One. If Scorpius were alive, he would not be able to move about without us or anyone knowing-- everyone knows what his face looks like, givent he amount of coverage the press gave him. If Scorpius were alive, would he allow us to keep his faithful servant, Atra Alveus, in our custody? If Scorpius were alive, would the Unknown One have been able to rear his ugly head in Triangle Tunnel--where our brave and noble auror, Julian Forbes, defeated him? Do you not think that, if Scorpius were alive, he would have moved to get his revenge on the Unknown One before the Ministry could defeat that serpent king?
Furthermore, the Ministry of Magic has discovered the location of Diadem Fortress and seized the ruins. There are stories and rumors that those ruins are the most cursed spot in Iberia; claims that the dark magics placed by Scorpius on that place intimidated even the bravest of people. I have personally been to the Diadem Ruins myself and have seen that there are no curses. If the Lord of Shadows were alive, do you think he would let the Ministry of Magic walk around his home? Do you think he would allow the scattered remnants of that vile Society of Shadows to still remain apart?
It is most likely those very remnants that are feeding these rumors of the Count's return to the public. Vile murderers like Dominique Contessa; criminals like Hector Edwin and Radek; madmen like Syrus Korodin. They spread these rumors to instill fear in the hearts of the people of Iberia; to make it look as if evil is again gaining more power here. I assure you, good people, that it is not. Count Scorpius is dead. His former followers--these ex-Shadows who killed so many in their attacks on Triangle Tunnel, Drakborough, and Firefox--spread rumors of his return to scare us from going after them and to make others, fearful of coming out of the shadows, to organize once more under their 'great' leader.
Their time is coming. These vermin will be brought to justice. There will be peace and order in Iberia once more. Our shopkeepers will be able to do business safely in the Tunnel and in Drakborough. Our children will be able to learn what they need to learn at Firefox without fear of another war being waged within their walls. But only if you, the good people of Iberia, remain vigilant in your opposition to the forces of evil. They are weak, good people, resorting to using the memory of a dead man to try scare you into submission. Stand up, Iberia! Stand up and show these monsters that we will not stand for their villainy!
