Spain.
The nation was without a magical government of any type. It had thus become a safe haven for the derelict and the vile. Villains ranging from common goblin thieves to evil sorcerers like the Society of Shadows saw Spain as the perfect place to live and grow. And, while those noble academics who inhabited Firefox University, and some allies from outside, managed to come out presumably victorious in the War of Shadows and against other villains, there were many who saw Spain as a place of chaos, and as still dangerous. After all, why should children have to fight to the death against full-grown sorcerers? To make matters worse, none of the villains were officially dead-- only presumably missing. This alarmed the other wizarding governments on the planet, and drew the attention of the International Confederation of Wizards. The Chief Mugwump himself called for a creation of an Interim Iberian Ministry for Magic to bring order to the chaos of Spain. And there was one man to do the job.
"Julius William Plutus, you are charged with establishing the groundwork for the creation of an Iberian Ministry of Magic to bring order and safety to the magical peoples and muggles of Spain. Rise, Minister Plenipotentiary of the International Confederation of Wizards to Spain."
Triangle Tunnel, Madrid
Triangle Tunnel was located in the heart of Madrid, beneath the ground and away from the eyes of Muggles. It was the busiest place in all of Spain. It used to be busier, before the Society of Shadows attacked and sacked the tunnel in their first foray into Spain. The merchant hub was just getting back onto its feet. But the scars of the Shadows remained, as did some remnants. Certain areas of Triangle Tunnel were darker, gloomier than others-- and more dangerous. Beside wizarding folk doing their shopping were dark wizards secretly meeting, plotting, stealing... Doing what dark folk do. Indeed, if order were to be brought to Spain, Triangle Tunnel would be the place to begin. And, until a formal area was created for the interim ministry, headquarters would be made within the tunnel. Madrid was the most opportune place for such a thing.
And here it was. Midday, magical folk running about the tunnel. The air was filled with the noise of people bartering, beasts howling, spells being shot off. It was a normal busy day in Triangle Tunnel. Normal in all respects, save for what happened next.
As the clock struck noon, a man apparated into the center of Triangle Tunnel. He wore aristocratic dress usual of pure-blooded wizards from Britain. He looked to be in his late twenties or early thirties, with light hair and blue eyes. He held a cane in his hand that also doubled as his wand. His face was stern, his eyes focused. This man was Julius Plutus, one of the most pragmatic men in the service of the International Confederation of Wizards, hand-picked by the Chief Mugwump to head the Iberian project. And he would succeed in establishing a Ministry of Magic in Spain, or die trying.
Glancing left and then right, he surveyed the tunnel. It was not as dreary as he thought it would be. He inwardly enjoyed this fact as five more pops sounded behind him, wizarding officials in different robes appearing with wands and scrolls in hand. Julius turned and looked at them.
"Proceed with plans," said the man with an upper-crust english accent. "Has an owl been sent to Headmaster Windwaltz requesting an audience?"
"It is on its way, sir," nodded a witch.
"Excellent."
As they spoke, twenty more loud pops sounded as witches and wizards wearing the same uniforms appeared, wands drawn. At the entrance of the tunnel, another procession of uniformed wizards marched in, lined in three columns. Each column went a different direction, spreading out amongst the tunnel. The unexpected groupings of uniformed individuals naturally caught the interest of the Triangle Tunnel security people, the head of which marched down to the center of the tunnel.
"What is the meaning of this?" he demanded, flanked by two other tunnel security wizards, both of whom looked nervous by the small army that had just marched in.
Julius grinned politely, stepping towards the security guard and removing his glove from his hand. "My name is Julius Plutus, and I am here with the full power and approval of the I.C.W. to return order to Spain," he said politely and officially, extending his hand towards the man. "We are here to save you."
The security chief's eyes widened, and then a sign of relief appeared in them as he shook the mans hand. One of the security guards flanking him--who appeared a bit gruffer than his counterpart--looked alarmed and annoyed still; a ministry meant order, and order meant laws, and laws meant limited freedom. He did not like this at all. But, glancing over his shoulder at the purple-robed ICW police forces marching throughout the tunnel, it appeared as if he would not have a choice in the matter.
Julius replaced his glove on his hand. "We shall be taking over security operations in Triangle Tunnel; you can answer to me now. I am commandeering a building in here to serve as our headquarters until an adequate base is established," said the minister plenipotentiary. "Do you know who controls the security of Drakborough Village?"
"Eh, no one, really," said the security chief, scratching his head. "Usually Firefox extends its protection over it."
"As I thought. Do understand, my friend, that if my men here cannot restore order, I have received approval to bring in dementors," said Julius, sighing as he turned to look out at the tunnel once more, his purple-robed men taking stations throughout the tunnel and posting pieces of parchment up, the denizens of Triangle Tunnel rushing to read them.
Julius smiled a small smile, hands folded neatly behind his back. Every action had an opposite and equal reaction. The forces he would bring behind his order would rival that caused by the forces of chaos. He would do anything to ensure that safety returned to Iberia and that the villains were wiped out. He needed to quickly make contact with certain peoples and families and win them to his side. All would go well, he hoped.

The I.C.W. hereby establishes the groundwork for the first ministry of magic to be established in Spain. Chaos has reigned supreme over law and order as stories of Count Scorpius, giant wolves, and other monsters wreaking havoc on Spain fill the wizarding households of Europe. The recent conflicts in Spain have also started to draw the attention of the Muggles, and we must work hard to conceal ourselves from an ever-curious non-magical community.
Thus we appoint Julius William Plutus and Minister Plenipotentiary, and invest our full power during the interim period to make decisions on our behalf for the establishment of a ministry of magic.
Minister Plutus' first act is to establish the Magical Law Enforcement of Spain to restore law and order.
To restore law and order and keep our secret from the Muggles, temporary laws are being put in place:
1. A curfew is hereby in place in Triangle Tunnel. No one is to be conducting business on the streets between the hours of midnight and six in the morning. All violators will be cited on the first offense, fined on the second, and arrested on the third.
2. The ban on the dragon trade is hereby expanded to Triangle Tunnel. All violators will be arrested immedaitely.
3. No magic is to be used outside of sanction magical locations such as Triangle Tunnel and Drakborough Village by underage wizards.
4. The use of flying magic carpets over Muggle settlements is hereby banned, even if charms are in place.
5. The assembly of twenty or more magical individuals outside of the marketplace is hereby banned unless a permit is sought.
6. Any person caught performing dark magic, planning to perform dark magic, or assisting in the performance of dark magic shall be arrested and held indefinitely.
7. The use of any Unforgivable Curse will result in immediate arrest.
8. No enchanted items or potions are to be sold to Muggles.
9. The identities of all vampires and werewolves in Spain are to be kept on record by the Magical Law Enforcement for monitering.
10. All persons associated with criminal organizations, such as the Society of Shadows, are hereby declared wanted by the M.L.E. All are to be arrested on site. Any persons caught assisting a member of a criminal organization shall be arrested and detained as well.
All laws are in effect immediately.
